How can I get my 7 yr old teacup chihuahua to not pee all over my apartment?

I moved in with my fiance and he has a teacup chihuahua and she is so cute and I love her so much but, But I can't take her usint the bathroom everywhere. She has about 4 spots where she uses the bathroom. I have the puppy mats down but she will still use the bathroom on the carpet around it. I take her out as soon as I wake up and about 3 or 4 times during the day and before I go to bed and she still pees in the apartment. Last night she peed on my couch and that is the first time she has ever done that in her life. What can I do with this dog?
